Dr. Boone is the Executive Director of the Consortium for Child Welfare (CCW). She is responsible for directing the overall strategic and programmatic initiatives of the association. This includes but is not limited to advocacy, public policy as well as the development of collaborative partnerships for CCW and its members.
Dr. Boone is a leader in the field of child welfare and issues related to at-risk children and families including families affected by HIV/AIDS. She represents member agencies at the legislature, establishes policy positions and advocates for improving the quality and effectiveness of services for children, youth and families. Additionally, she provides expertise regarding emerging trends, policy issues and fiscal concerns impacting the lives of vulnerable families. Representation of members on various committees, identification of systemic human services challenges and recommendations for remedies and advocacy with appropriate public officials are also core responsibilities that Dr. Boone addresses with the support of her staff and members.
Dr. Boone has dedicated her career to improving child welfare services by emphasizing the importance of advocacy, public policy, research and practice. She has conducted child welfare research in several areas including, disproportionality, kinship care and advocacy. She has published articles in peer- reviewed journals on the topic of kinship care as well as co-authored a federally funded report examining how communities are responding to children of color in the child welfare system across the country. Most recently, she partnered with Howard University School of Social Work to co-author a DC City Council commissioned report examining the trend of Older Youth in the Foster Care System. She has also conducted numerous workshops and seminars at local and national conferences.
Dr. Boone has worked at the local, federal and national level. Prior to her tenure with CCW, she began her career at the DC Child and Family Services Agency (CFSA). She transitioned to the National Association of Social Workers (NASW) National Office where she served as a Senior Policy Associate for the organization. Dr. Boone was then selected to serve as the Special Assistant to the Associate Commissioner at the Children’s Bureau under the Department of Health and Human Services, Administration for Children and Families. Additionally, she has served as a research consultant to Child and Family Services Agency (CFSA) and National Association of Social Workers (NASW). She is currently an Adjunct Faculty member at Howard University School of Social Work. Dr. Boone earned a Bachelor of Social Work(BSW) from Bowie State University, a Master of Social Work (MSW) from Delaware State University and a Doctor of Philosophy (PhD) in Social Work from Howard University.
Dr. Boone is a Licensed Independent Clinical Social Worker in the District of Columbia and a member of the Academy of Certified Social Workers.
